Children’s progress data reporting – spring 2020 update

Following feedback from early years providers the new way of collecting progress data is now in place within the early years portal. As the changes in collection are very significant we will not be asking early years providers to input data for autumn 2019.

Please note at this moment in time following is for non-school only.

We will be moving the collection week to adjustment week as this will ease the administrative burden at the start of each funding period and give providers more time to make their judgements in that actual term.

The new process will be as follows.

Adjustment week, week commencing 16 March 2020, collect spring term progress data.

You can start to input this data from week commencing 3 February 2020 as the portal is open for adjustments then.

Adjustment week July 2020, collect summer term progress data.

Adjustment week December 2020, collect autumn term progress data.

Early years briefings spring 2020

Family Services Commissioning are hosting early years briefings for schools , PVI group settings, childminders and family centres.

These briefings give you the chance to:

  • get updates on local and national early years and childcare developments
  • find out more about the progress of the transition project from Herts For Learning
  • get updates on the Intergenerational project
  • SEND transformation
  • network with other providers.

Spring 2020 adjustment week

Adjustment week will open for entry from Monday 3 February with submission now taking place in week commencing Monday 16 March 2020.

This has been moved to be later in the period to allow for any possible changes to your funding return and to ensure extra time for the progress data to be collected.

Hertfordshire childcare sufficiency parent survey

Hertfordshire County Council is required to produce an annual childcare sufficiency report that is made available to the public. The report enables the council to understand the current market position across Hertfordshire for childcare.

The results of this survey will help us to plan for sufficient childcare places across Hertfordshire for all families.

Provider survey – Hertfordshire childcare sufficiency

Ofsted outstanding hat-trick for Welwyn Garden City Pre-School

The Commons Pre-School, Breakfast and After School Club is celebrating its recent ‘Outstanding’ Ofsted judgement, scoring it an impressive ‘Outstanding hat-trick’ following its previous inspections in 2011 and 2015.

The setting based in the Annexe building at Howland’s Baptist Church is one of four Pre-Schools in the ‘Above & Beyond Childcare Group’ co-owned by Claire Mason and Tina Covill and is managed day-to-day by Karina Saunders.

The co-owners say: “Our quartet of local WGC Pre-Schools are having double celebrations today as this latest grading at The Commons Pre-School means that all four settings in the group are ‘Ofsted Outstanding’, which is a phenomenal achievement at a time when inspections are becoming tougher and a new framework has just been introduced in September 2019.”

The other provisions in the group include Attimore Barn and Hardings Pre-School in Panshanger and Knightsfield Pre-Schoolers in AL8.

Staff at The Commons Pre-School were praised by the Ofsted inspector for; “being highly skilled and attentive” and outstanding judgements were awarded for across the board for;

  • the quality of education
  • children’s behaviour and attitudes
  • children’s personal development and
  • leadership and management of the setting.

Karina Saunders, manager, adds: “We are thrilled with this Ofsted award as it really reflects all the hard work, dedication and commitment put in by the team.”

Calling all BFI champions - staff, observational and mother’s audits now due

As we are stage 3 accredited, we are required to send Unicef our annual staff, observational and mothers audit results every March. This needs to be submitted no later than 5 March 2020 therefore the staff, observational and mothers audits will be due back by Friday 21 February 2020.

Staff audit questions – questions  

The BFI champions within each district will need to conduct the audits with at least 14 members of staff per district, however it is recommended that all staff are interviewed.

The questions are laid out in sections and the audit can be stopped at the end of each section depending on the responsibilities/levels of the different staff members. For example:

  • Level 1 members of staff, only answer level 1 questions
  • Level 2 members of staff, only answer the level 1 and level 2 questions
  • Level 3 members of staff answer all questions.      

    Observations – scoring sheet

    The aim of the observations is to support you to make the physical space in the centre/venue and the staff working in it supportive of and compatible with the Baby Friendly standards. Auditors will need to check that the premises, information boards and displays are used to the best advantage. They will also need to spend time observing how mothers/parents experience the centre.

    Using the form will help to make a judgement about what is needed to ensure that the standards are met and to prepare for external assessments.

    The auditor for the observations can be either the BFI champion or another member of staff. Please ensure that the auditor reads the guidance information found on the observation sheet.

    Mothers’ audits – questions

    14 mothers per district need to be audited, ideally consisting of a mixture of breast and formula feeding. Please submit your question sheets after they have been submitted. 

    Please ensure the following has been completed prior to returning the audit results:

    • name of the district is visible when submitting your audits
    • all interview sheets are submitted
    • the number of how many mothers were breast or formula feeding is visible.

    Spotlight on picture books

    Rhyme and Sign adventure books with British Sign Language

    Picture books containing British Sign language (BSL) are very hard to find so I was really pleased to discover this series called ‘Rhyme and Sign adventure’ books. The stories are now available to borrow from every Hertfordshire Library. They have bright illustrations and cover topics which appeal to young children - farm animals, mini beasts and transport. The BSL is clearly signed at the bottom of each page. The stories are written with lots of repetition to help children (and adults) practise the different words and signs, and to build up their vocabulary throughout the story.

    The stories will be enjoyed by all, but please do specifically promote them to families who you know use British Sign Language.
